Ed Wilgus is the President and founder of
Barlow Acquisition Solutions (Barlow), LLC.  Barlow is a certified Small Business.

Since 2015, Barlow provides Acquisition Consulting for the Federal Government procurement process in support of both the Federal Government and industry. Additionally, Barlow provides Federal Acquisition Regulations (FAR) and Federal procurement process training and instruction.

Ed is a former federal contracting officer with over 40 years of service managing billions of dollars of contracts supporting both the Department of Defense and federal civilian agencies. He speaks at acquisition conferences throughout the United States and teaches classes on the government procurement process.  Ed is considered a Subject Matter Expert (SME) on the federal acquisition process and has published a book titled, Federal Acquisition Regulations Made Easy: A Quick Guide to the FAR for Contracting Officers and Federal Contractors.  Additionally, he is a certified workplace mediator.  

While with the government, Ed held a Level III FAC-C certification with the Department of Health and Human Services (HHS) and a Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in Contracting, both of which are the highest certifications. 

Ed has a Masters degree in Business Administration (MBA) and a Bachelor of Science (BS) degree in Business Administration.
