Ed Wilgus is the President and founder of
Barlow Acquisition Solutions (Barlow), LLC.  Barlow Acquisition Solutions is a certified Small Business.

Since 2015, Barlow has provided Acquisition Consulting regarding the Federal Government procurement process in support of both the Federal Government and industry. Additionally, Barlow provides Federal Acquisition Regulations (FAR) and Federal procurement process training and instruction to both industry and Federal Government.

Prior to starting Barlow, Ed had a distinguished 33-year Federal career with both the Department of Defense and the National Institutes of Health. During his Federal career, Ed most recently served as the former Deputy Director of the National Institutes of Health Information Technology Acquisition and Assessment Center (NITAAC) during which he provided oversight for NITAAC’s three Office of Management and Budget (OMB) authorized Government Wide Acquisition Contracts (GWACs) and managed all issues related to the CIO-SP3 Contracts.  Ed was a Contracting Officer with an Unlimited warrant for 25 years.

While with the government, Ed held a Level III FAC-C certification with the Department of Health and Human Services (HHS) and a Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in Contracting, both of which are the highest certifications. Additionally, he is a certified workplace mediator.  

Ed has a Masters degree in Business Administration (MBA) from Marymount University and a Bachelor of Science (BS) degree in Business Administration from East Carolina University.
